MICHAEL MCKEE, REPORTER, BLOOMBERG NEWS: Thank you, President Plosser, for coming in today. Your economic view has not changed as much as some in the markets who started worrying about a double-dip recession in recent months. And you had argued in favor of changing the extended period language in the Fed’s statement. Do you feel – still feel there is strength in the economy and that the statement should change?

CHARLES PLOSSER, PRESIDENT, FEDERAL RESERVE BANK OF PHILADELPHIA: Well, I haven’t changed my forecast very much. That is certainly true. We have had a lot of data come in over the last couple of months, but a lot of it has been complicated by special events, whether it be the tax credit in housing, or the crisis in Europe or the census hiring and unemployment, on the employment side.

So I am waiting for some of that noisiness in the data to sort of clear up over the course of the rest of the Summer and early into the Fall to get a good sense of where the underlying trend of the economy is. I don’t want to be taken aback too much by just month-to-month changes.

MCKEE: Your forecast was still for some reasonable growth for the rest of the year, so where do you see strength, absent any kind of change you would make when the noise goes away?

PLOSSER: Well, I think the strength was under there, was there before the noise came in and I think that I see some clouds on the horizon, if you will, with some increased risks due to particularly Europe and how that might play out. But I think as we go through, we will see confidence return and a little more assurances that we will get through this.

And when that happens the consumer will come back and businesses will begin investing again. They were very aggressive in the first part of this year. I see no reason why they wouldn’t do that, particularly given that they are – look at earnings and look at their prospects they have that – so I think there is underlying strength there that is still there.

MCKEE: So a lot of this is the Greek thing.

PLOSSER: Well, some of it is. It is when we have been through a financial crisis you, people, we suffered enormously because of the financial crisis, a lot of uncertainty, a lot of things people had never seen before. And so when the Greek challenges came upon us it is natural people were a little skittish about what might happen again. And so I think they pulled back. So we will have to wait and see how this all plays out.

MCKEE: Now, Ben Bernanke got a lot of questions from members of Congress last week about whether the Fed should be doing more to stimulate the economy. Do you think there is any call for that at this point?

PLOSSER: I don’t think there is any call for it at this point. As I said, I haven’t changed my forecast that much so I don’t think there is any role for the Fed to, at least in the near-term. Of course, things could change. The economy could take a much worse path than I think it is
